Once again Sadly Students with the highest needs and those that are unidentified are left out of the Framework for student achievement. 

 

The plan is to ignore the students in need, clearly there is not a working model that identifies students in need. Only the teachers and parents that are the most sensitive  and aware will refer students to get tested and recommended for AIS or special education services. I believe that all students should be evaluated for both in a way that is aligned with Scientifically based practices.

 

 

NYC DOE And the new Framework is not working.

I think that the new NYC Public schools support structure clearly lacks any real support. In that there is little to no effective use of leadership and even once decent teachers now turned admins have lost their skills to lead by example.

Why is the NYC DOE’s Chancellor and her leadership team lacking any real creative thinkers?

If we really want to reduce class size and help teachers teach, why not explore turning the offices of the BFSC and Districts and the tons of other DOE office locations into teaching centers for students, teachers, parents and staff who need/want more support. Schools are on their own and have no real access to “effective leadership” as they call it.

 

This would in response look like a support staff/center that actually teaches/supports the school. “Effective leadership should encompass a component of leading by example instead of sitting In front of a damn computer all day, and never doing one drop of real teaching.

How is it that a pilot  program has not been proposed? One in which all administrative teaching staff including the Superintendent consistently spend one day per week or even month teaching in classrooms with real students? How can a leader/mentor our schools without staying in practice? Generations change, teaching methods that were once effective loose their effectiveness

As you can now tell  They Completely leave out the very Idea of “leading by example  In other words do not tell me but show me is by far the only way to lead and is the very foundation of what education means. I have created my own version, which is  based on what I think should be 6 themes surrounding education and student achievement  in NYC.

Funding is the top priority over trust, and yes it is more important then trust. How can there be trust when funding is always vanishing and mishandled?

Effective leadership would not be ridden with lies and illusive vague “support”, most of the administrations currently in our schools have not a clue who the BFSC liaison are nor what they do. There is nothing supportive about them so far as parents and staff at school can see.

By providing a nurturing environment a supportive environment is guaranteed is guaranteed.

Rigorous instruction is meaningless if it is not developmentally appropriate.

Collaborative teaching is in no way happening. From what my sources say is teachers are forced to stay extra on Mondays and are given curriculum to review from some where and someone they have never met, and is not human but a data base called Engaged.

Considerate community ties vs strong family- community ties would provide meaningful support and consideration to NYC public School students and their families. Many of the CEC and the CCEC are not meeting quorum and are not representing their community because the parents have no voice or council.

Were Avonte and Dyasha ever offered an Approved private school???

Why is it that children who are much higher functioning are sent to Private schools and those that truly need it were not?

If the DOE NYC really cared about children with special needs they would have offered approved private school placement to these students. These things do not happen in state approved private schools. The doors are locked and safety is a top priority!

The DOE NYC only offers private school to parents who fight for it, which is just unfair and wrong. D75 schools/seats need to be safer and better looked at. LRE should not mean death and mistreatment.

I highly doubt that the DOE NYC ever offered a state approved private school to Avonte’s or Dyasha’s parents. They never admit (with out an advocate) that they cannot teach a child or provide FAPE and they should. It would save everyone a lot of heart ache and money.

When is the last time you heard a child escaping or dying while in one of the schools on this list?

NEW Chancellors Regulations updated 2014 NYCDOE

While there are hundreds  of ways in which the DOENYC keeps parents up to date, emails, apps, Facebook and twitter, there is still a lack of notice to changes to the Chancellors’s regulations. Some of these below were written about by chalkbeat and reporters. I still make a point to every so often check the regs to see if any updates were made recently, the ones that I did not hear about around student discipline are very important ( verbal abuse and corporal punishment). The process in which these complaints are made, filed and handled  are missing the parents role. Often it is the parent that files complaints, and yet it does not state how those complaints are followed up, in terms of reporting and a time frame. It has been well over six months now that OSI and OGC have been “investigating” verbal abuse with literally no follow up requirements in these regulations it makes it quite difficult to find out if anything will ever be done about the abuse that takes place in some schools. Parents are often locked out of the process and told to wait. There is no time limit for conducting these investigations.

The Quad School Visit

I went to an open house today at the Quad school, its a new school that just opened in the east village. The school is only 18 children from ages 7-14. It is a very promising school. It caters to 2E  (twice exceptional)  ASD and ADHD population. There are not many seats in this school, the chances of getting in are slim.

There is a growing number of children in NYC being diagnosed with ASD. These students have no school options, most of the approved private schools are at capacity.

The NYCDOE needs to make more ASD classrooms and more specialized programs available to the Autistic Spectrum population including high functioning students in NYC.

I am sure that many of you at one point have felt the need to call 311 as far as the DOE NYC goes.

Over the last year I have done extensive research about 311 and the DOE NYC.

I have learned a lot about it, it is a very important tool for getting your complaints addressed directly, however the first step is knowing how to use it.

Lets start off with the facts:

P311 was set up by Bloomberg around 10 years ago and in that respect it is still fairly new, most parents use it to find their zoned school and general information. Very few parents and teachers know about the complaint procedures, but they do exist. In fact it is much easier  to call P311 and get results, then it is to write a letter to the chancellor or Mayor.

311 and p311 are very different. 311 is where you can make general complaints about the city. However the DOE NYC may cloak itself as 311 it is actually p311 and there are many ways to contact them. lets start out by going over the history see the website below.

I developed a script for teachers or parents that want to call, to remain anonymous.Call them up and say you are concerned about somethings that are happening at a NYCDOE Public school (state the name) that are school wide issues that have to do with safety and the well being of the children and staff.
They may ask ” what is your name?”
Your response is “I prefer not to say”
They may ask “Are you a parent?”
Your response is “I prefer not to say”
That may ask you questions trying to get identifiable information.
Your response is to stay anonymous.
You will ask for a service request.
Once you have the service request please make a note of it. Log the call, time and date and rep name if possible. Call back in five days ask for an update provide service request number and reopen the complaint if nothing has been done. This takes some vigilance.

The most important thing is to keep track of the service request number and keep calling to reopen if nothing is done.

Possible complaints:

“One security guard for 900 students and 77 teachers.”

“Parking in the school yard”

“Poor parent engagement”

“Lack of AIS services”

“Lack of real PTA room”

“Improper SLT protocol”

“No gym teacher”

“No access to school library for all students”

“No recess”

“Non HQT staff for ESL”

“Principal bullying”

“Class size too Large”

“Screaming school aids”

“Lack of computers”

Anything that you can think of that you know is wrong.
Now instead of wasting time calling 311 you can contact P311 directly if it is a special ed issue make sure to say so. Any number that is listed as an enrollment office on the DOE NYC website is actually the same as P311!

You will notice that all of these numbers have the same first six digits. You can keep reopening complaints until they are resolved. They hate when you do this I imagine it is because it winds up going into a larger data base that shows the state and the US how unhappy we are with our schools here in NYCDOE. 311 in general is used throughout the country and it is monitored. Remember  311 is 24hr 7 days per week but P311 is only Mon-Fri from 8am to 6pm.

You can provide your child’s OSIS number if you have a personal issue, but know now that the principal of your school will find out about it and may retaliate against you or your child! Remember  this call will go directly to whomever you want to handle it, most complaints go to the DFA (district family advocate), but depending on the nature of the complaint, they can go to special ed reform, FACE or the district, heck who knows maybe even the Chancellor herself.

You can also go to the 4th floor of 65 court street in brooklyn and get copies of your complaints, or mail a self addressed envelope to them directly requesting the copy. Ask them about this process over the phone and they will provide details. You can always speak to a supervisor if you get a rep that is unhappy.

I think the reason no one has tried this is because we all hate being on the phone, but I know first hand that it gets results, and creates a paper trail.

I do not think that this resource has ever been used by the masses collectively, perhaps that can change if parents and teachers can get together and try this out.

There are many calls that I have not tried yet. like filing a complaint about OSI for example or about classroom size.

My Child’s Para did not even read his IEP

My child continues to have trouble in school. So for open school week I decided to sit in everyday. I could not believe how useless the para assigned to my child was!

He just kept saying to me. “I don’t know why he does not want to do the work? I mean he obviously can do it.” That’s when I looked at him and said “have you read my child’s IEP?”. He starred at me for a moment and then said “no”.

Thats when I just shook my head and returned to the class.

Inside I was thinking

It has been over a month and you have been struggling  with my son every day!

Perhaps it’s a good idea to at least read the IEP like DUH!

So I ask

What can we do about things like this?

I started by emailing the Principal and the CFN Special Ed support person,

The Principal promises me that he will make the para read it, but this is common sense stuff, and I really feel disgusted.
